Description

Needed for defective images apparently produced by Siemens Acuson Sequoia 512, see forum discussion here: http://forum.dcmtk.org/viewtopic.php?f=1&t=4703
This should be implemented as an option for the RLE codec and a corresponding command line option in dcmdrle.

The (confidential) sample image provided by the forum user is available to the DCMTK team on Caesar in /share/dicom/contrib/20180217_defective_rle/.
