Description

The marco USE_STD_CXX_INCLUDES is currently used inconsistently. Furthermore, this is probably not something that the user should need to adjust by hand (perhaps explaining why it is sometimes ignored and overridden by the results of individual configure tests). We should design a consistent approarch replacing the current macro jungle.
