DICOM CP-2518 clarifies the meaning of the SpecificCharacterSet (0008,0005) attribute when present in a JSON dataset: https://dicom.nema.org/medical/dicom/Final/cp2518_ft_clarify_specific_character_set_in_JSON-XML.pdf
Currently, dcm2json does not allow the user to retain the original value of SpecificCharacterSet, and the handling of JSON files with a character set other then "ISO_IR 192" in json2dcm is probably also not correct. Furthermore, it might be desirable to have an option in json2dcm that converts the character set back to the original one if present in the file.
