The DCMTK /INSTALL file refers to the latest stable release (now 3.6.0). It must be updated for a stable release. This ticket is for storing the information that should be (at least) considered compared to the current version.
* Add short note about external and internal dictionary configuration and refer to dcmdata/docs/datadict.txt
* Add new DCMTK modules: dcmfg, dcmiod, dcmseg
