Beginning of March 2017, Supplement 147 has been released as a "Frozen Draft for Trial Use". Minimal support (Storage SOP Class UID values, Attribute tags and Directory Record types) should be added in the same manner as it is done for Final Text Supplement. However, these additions should be marked as "draft" (same as for similar Frozen Draft Supplements in the past).
Addendum: Browsing through the document, it looks like that the SOP Class UID values use the prefix "2.25" (concept of UUID) and that the Attribute tags are actually private "DICOM WG-07"-specific ones.

Supplement 147 has been approved for "Final Text", so there is no need to support the "Frozen Draft".
