Description

Rationale for Correction:​

When patients have multiple identifiers, particular in the context of cross-enterprise use cases it is desirable to consistently communicate​
these in persistent objects as well as in query models.​

The original standard failed to specify a means of identifying the issue of either the Patient ID or the Other Patient IDs values, and​
over time Issuer of Patient ID and Other Patient IDs Sequence were added, as well as Issuer of Patient ID Qualifiers Sequence to​
the persistent objects and the work flow query models.​

These became available for use in the Query models as a consequence of the existing optional inclusion of "All other Attributes at​
Patient Level" in the models, but it seems that some implementers and users remain unclear about the availability of this capability.​
The IHE Multiple Image Manager/Archive (MIMA) profile emphasizes the importance of the use of these attributes that explicitly​
specify the issuer, and forbid the use of those that don't (Other Patient IDs).​

Accordingly, it is proposed that the PS3.4 Annex C query models be updated to explicitly list the relevant attributes as optional query​
keys rather than relying on the "all other" mechanism, and that attributes now no longer appropriate be removed from the query​
model and retired. Further, the retrieve behavior is clarified to emphasize that the Patient ID is cannot be qualified by the Issuer of​
Patient ID, and so a STUDY rather than PATIENT level retrieval should be used in such cases.​

The same approach is then propagated across all other potential uses of patient identification in other PS3.4 services.​

Attributes that should no longer be used are retired, including Other Patient IDs and Medical Record Locator.​

This CP does not change the standard behavior or implementation; it is only a clarification of the documentation of existing requirements.​

Current status of this CP is "LB" (Letter Ballot).
