Description

Pruefen, ob "dcmtk_flock()" in dccompat.h den direkten Aufruf von fcntl(), z.B. in
"wlistctn", komplett ersetzen kann.

Darueberhinaus koennte man "dcmtk_flock()" in eine Reihe von neuen static-Methoden
in OFStandard umwandeln: * setSharedFileLock() * setExclusiveFileLock() * releaseFileLock()

... oder so aehnlich.
