DICOM CP-2518 clarifies the meaning of the SpecificCharacterSet (0008,0005) attribute when present in an XML dataset: https://dicom.nema.org/medical/dicom/Final/cp2518_ft_clarify_specific_character_set_in_JSON-XML.pdf
Changes to dcm2xml and xml2dcm may be required to correctly implement the behavior as clarified in CP-2518, at least when handling the Native DICOM Model.
